Working Group 363 of District 1 Police, while patrolling on Nguyen Du Street, discovered Mr. R.C.J. holding a nylon bag containing 3 bottles of water-based paint, drawing graffiti on people’s doors.
Discovering the incident, the police invited the foreign man to headquarters and made a record of the incident.
