According to the investigation, in January 2023, Thao ordered a circular seal engraved with the name of a notary office, a true copy of the original seal and a notary’s seal.
Thao used fake seals to stamp on two documents: the certificate of registration of special-use motorcycles and the certificate of technical inspection of specialized vehicles.
These documents are included in the bid.
