Arrested a man who swapped 500 lottery tickets

The police urgently arrested Pham Ngoc Vinh, who swapped more than 500 lottery tickets of a disabled woman in the center of Bien Hoa City.

The person arrested is Pham Ngoc Vinh, 52 years old, residing in Quang Ngai province, to investigate property appropriation fraud.

Vinh is the suspect responsible for swapping 522 lottery tickets of Ms. Le Thi Thuan in Tan Tien ward, Bien Hoa city.

Ms. Thuan is disabled and works as a lottery ticket seller on Duong Tu Giang Street, Bien Hoa City.

According to the investigation, Vinh drove a motorbike from District 12, Ho Chi Minh City, carrying 470 old lottery tickets to the Bien Hoa City area for the purpose of fraud.

Vinh asked to buy lottery tickets from Mrs. Thuan.

He exchanged 470 old lottery tickets for 522 new lottery tickets and left.

Vinh went to Mr. Q.’s lottery counter and sold it for 4.24 million VND.

Bien Hoa City Police investigated and discovered that this person was going towards Binh Duong province.

The police tracked and arrested Pham Ngoc Vinh in Lai Thieu ward, Thuan An city, Binh Duong, Vietnam.
