Hanoi: Prosecuted 3 officials of Tu Nhien commune for accepting bribes of more than 400 million VND.
Accordingly, three officials of Tu Nhien commune, Thuong Tin district, Hanoi have just been prosecuted for accepting money to “turn a blind eye” to illegal construction works on agricultural land.
Specifically, the Investigation Police Agency of Hanoi City Police has issued a decision to prosecute the accused: Nguyen Xuan Phien – Chairman of Tu Nhien Commune People’s Committee; Nguyen Van Phich – Vice Chairman of the Commune People’s Committee; Tran Thi Thu Trang – Commune cadastral officer.
All three people are being investigated for the act of “Receiving bribes” under Article 354 of the Penal Code.
The decisions to prosecute and the procedural measures have been approved by the Hanoi People’s Procuracy.
According to the initial investigation results, during the period from November 2024 to March 2025, the accused repeatedly received money from people to ignore violations in land management and construction order.
The total amount of money that the three officials received was 412 million VND, from 5 households who wanted to illegally build permanent houses on agricultural land – something that should have been prevented and handled.
Notably, the bribery was organized, with the participation of Nguyen Van Thang, Head of Residential Cluster No. 5 of the commune.
Mr. Thang was investigated for the crime of “Bribery Brokerage” when he acted as an intermediary connecting people with commune officials to “bribe” illegal construction to be “legalized”.
The illegal constructions then sprung up openly, in defiance of legal regulations, until they were discovered by the authorities.
Based on the collected documents, the police searched the workplace and residence of the defendants, and temporarily detained many documents for investigation.
The case is currently being expanded to clarify the responsibilities of each individual involved as well as those who show signs of aiding and covering up.
