Hanoi city police, Vietnam, said that the Hoai Duc district police investigation agency has prosecuted and temporarily detained Pham Van Trung.

According to the investigation of the authorities, Trung was driving a motorbike on an inter-commune road in Hoa Hop village, Duong Lieu commune, Hoai Duc district, Hanoi city, Vietnam.
At the 5-way intersection, Trung sped up, did not reduce speed and crashed into the motorbike driven by Mr. N.D.H., causing the motorbike and Mr. H. to fall onto the road.
Mr. H. suffered multiple injuries, 99% health damage.
Trung drove away from the scene immediately afterwards.
